I can't find anything saying all of the DLC will be included that isn't a vague statement like, "Will use all assets of the previous game, including all Digimon." If that's what we're going by, I'm content to operate under the assumption that those assets are base-game assets.

I know that feel. I would have gone insane if I hadn't pre-ordered Arkham Knight and never got to play the Harley or Red Hood DLCs. This isn't as big a deal, but Rocksteady at least had the presence of mind to put the pre-order DLCs up after a month or two.

Yeah, no codes will be made for DLC on this. If you don't have the DLC, then you'll just have to do without. It should be noted, Level 4 Limits are not learned by using the Level 3 Limits or killing x amount of enemies. Each has its requirements, such as using BP to get Omnislash or going through the North Corel Huge Materia sequence for Catastrophe.

When people talk about a code, we're talking about something that looks like this:
