Is it possible to transfer from one account to another. I don't know if it matters but both accounts are on my ps4

Not at the moment .. and really if both accounts are on your Ps4 then why not just Sign in and play it

Cuz my main account is banned so I want to transfer my saves to another account

so u want to move from a ban account to a non ban account .. could lead to both accounts being ban.. if your doing the samehting you got ban for ..
this is why there are In game IDS. for online games . they dont only just use your PSN id.
