how to update 3,15 to 3,18 vita

can you help please i cant find the files anywhere. I want to update my vita to 3,18 in order to do the follow up but i cant find the files anywhere

and where is the matching tn-v as a matter of fact the only ones left are tn-v 11 for fw3,50

and where r the bloody savegames for the exploitable games

Are these savegames, region free? I have an us account on my vita console.
Should i need to install tn-v or tn-x please?
Also, The message says that 3.15 is the best firmware that i should stay on, is that ok?

3.15 or 3.18 is the best to stay on for PS1 games and the package installer..
