What is this program? lol

Hi everyone! I recently stumbled upon an old thread on here talking about XB36Hazard's old GTAV Editor which was an unauthorized program that interfered with Save Wizard's API.
I went on his website and found a program he released on the 16th of October, 2018 named "Project X" and the description goes as follows:
"-Project X is a app that I made to provide support for sharing Save Wizard account slots."
So I was curious to see if anyone had posted on it on any forums that I know of and I can't find any information on it. Obviously it is not authorized by Save Wizard, but my question is, what is this program and what is it's use? I literally cannot find anything on the internet describing what the program does other than the description on the website which is vague at best.
Why do I want to know it's use? Curiosity.
