Just tested it on US copy and it works, I have max social stats except for kindness.
now we gotta figure out quick codes for editing personas skills. I have no idea how to do this by the way. Some guidance on how to would be awesome!

You can change your party's Skills (along with EXP and Persona stats) quite easily.
Joker's data is located at 0x6C (his EXP), with his first Persona's Skills and stats being located at 0xA0-AF (Skills) and 0xB0-B4 (stats).
Ryuji's placed at 0x344; EXP's first, then Skills, then Captain Kidd's stats.
Morgana's next, at 0x5EC. EXP, Skills, then Zorro's stats.
Ann's data lies at 0x894, with EXP coming first, then Skills, then Carmen's stats.

So to set, say, Ryuji's Skills to Thunder Reign/Wild Thunder/God Hand/Gigantomachia/Spell Master/Arms Master/Repel Wind/Heat Riser (for example), we'd need to change 0x348-0x357 to 0096 0097 00CB 00ED 0355 0354 0372 0152. The same can be done for Morgana, whose Skills are stored at the 0x5F0 row.

I've found that this P5 list is still highly accurate; it obviously doesn't have the new Skills (e.g. Masquerade, Abyssal Gaze, Rebellion Blade, Myriad Truths), but it's still quite useful.
Useful enough to make do until a new list is compiled, anyway, with the P5R Skills included.

Add them as custom codes. Seriously doubt SW will actually add any of these codes themselves.

0x13819 - 0x13821. Knowledge should come first, then Charm, Proficiency, Guts, then Kindness. The maximum is:
