Persona 5 Royal

i'm wondering if the "all persona in compendium" code adds all persona at lvl 1 or are they maxed? i prefer them being a lower level as then i can have persona on hand for confidants, i haven't used the one in SW yet, cheers to anyone who can help, or point me in the right direction.
