Nothing, it's hard to understand but it seems OP was unable to do it again after fully updating to 3.61.
Since no one else was able to downgrade their Vita I think we either have to get another one on lower firmware or wait for another exploit. Downgrading is not possible after all.

Hi, friends.
Please can you answer me one questions to continue the investigation from this point.
1. I have a ps vita (3.61), if i try the methot to "upgrade" it to 3.60, with the C1 error, is posible to fix it with a software update...???

6. the system update will start and then go to an error stating "This system software cannot be used with this system (c1-6562-9)"
if anyone could reproduce this maybe try hex editing the update pup or something. i don't know how hex editing works though.
i am sure however if we all band together we can get a working downgrade!

You mean editing it so it says 3.62 or something like that? We tried and it did not work, the importart thing it's the firmware and any attempts to edit it will just corrupt the file and making it unusable.
If you mean you tried everything and want to return your console to normal just delete those files and reboot, that should do it.

try this: edit the XML and hex to much lower version like 3.51 then using the old way of upgrading vita 3.60 manual update..I hope this works
its forcing the system to recognize that your vita is still in lower version

wont work things like that have been tried no way to downgrade for now maybe someday
