Activating PS Vita without updating (FW 3.63)?

Is there anyway to activate PS Vita without updating?

I'm on FW 3.63, and I don't have PS3

I've tried vita blocker & spoofing DNS, it still want me to update.

on that problem, if I have to update to 3.65 and I install VHBL, how can I play PSP ISO/CSO?
