[Help] Is it safe to update ps vita to 3.52 any know is it safe

i have a inactiv vita n cuz of that i am not able to download any vita games from psn using airplane mode trick and i don't own a ps3 to activate the vita
so is it safe to upgrade the vita to 3.52 as of now or is there is a way to activate vita using nativ hack please help..,
